Egypt offered Ethiopia 15 scenarios to solve the Renaissance Dam crisis … all of them rejected

Mohamed Ghanem, a spokesman for the Egyptian Ministry of Irrigation and the technical responsible for the negotiations of the Grand Ethiopian Renaissance Dam, said on Wednesday April 28, 2021, that his country had offered 15 scenarios to solve the crisis of filling and operating the dam, but Addis Ababa rejected it. This came in a telephone interview by the ministry’s spokesperson with the Qatari Al-Jazeera channel, which is the first for an official at this level since the reconciliation agreement between the Arab Quartet and between Cairo and Doha last January. Ghanem explained that his country “is very clear, and it wants a legally binding agreement (to fill and operate the dam), and in that it has shown all forms of flexibility.”

Adding: “The main obstacle that makes negotiations fail is the lack of political desire on the Ethiopian side to reach an agreement, and at every stage that reaches an oral agreement, Addis Ababa evades from signing it.” Ghanem added, “We have offered Ethiopia 15 scenarios, all of which meet its (Addis Ababa) requirements for electricity production, and at the same time prevent harm to the two downstream countries. Nevertheless, they refused.” Ghanem denied his country’s agreement with Ethiopia on schedules for filling the dam, saying, “These are part of Ethiopian lies. Those schedules related to determining filling and operation were discussed (during previous meetings), and we did not reach an agreement on them.”
In response to a question about “the possibility that Ethiopia will incur losses of up to one billion dollars if the second filling is not filled,” he replied: “This is a continuation of the Ethiopian lies, for the simple reason that they talked about the loss if electricity was not generated from the dam.”
