Incentives for citrus export

The government decided to grant incentives between (20 and 30) Syrian pounds for every kilo of citrus that is exported, but at the same time it raised the price of a liter of diesel from (185) to (500) Syrian pounds, so the costs of external shipping rose dramatically, bringing the fare of one Refrigerated lorry from Syria to Iraq to about (18) million pounds, excluding the rest of the customs duties imposed on it. The question now is: Is providing an amount of (30) Syrian pounds per kilo of citrus fruits considered an incentives to export? Or should the fuel subsidy policy for citrus producers and transporters be reconsidered? And which one actually supports export?
