President al-Assad issues a law criminalizing torture

Syrian President Bashar al-Assad issued Law No. 16 of 2022 criminalizing torture, in line with the constitutional obligations of the state that prohibits torture, and with the provisions of the Convention against Torture previously ratified by the Syrian Arab Republic, according to the Presidency’s Facebook page. .
The penalties are included in the text of the law according to the seriousness of the crime, reaching the death penalty if the torture resulted in the death of a person, or he was assaulted by rape, or fornication during torture, while the penalty is life imprisonment if the torture is perpetrated on a child, a person with a disability, or It resulted in a permanent disability.

The Presidency of the Republic said: “Anyone who perpetrates, participates in, or incites to torture, whether to obtain a confession or to achieve personal, material, or political ends, or with the intent of revenge or retaliation, shall be punished with imprisonment for at least 8 years, and with imprisonment for ten years. At least for anyone who has committed torture against an employee because of the performance of his duties.”
The law that president al-Assad issues  stipulates taking measures to guarantee the right to file complaints or report torture, provide protection to the complainant, or report crimes stipulated in this law, maintain confidentiality, and protect witnesses, experts and members of their families.
