Qadri Jamil: “Constitutionality” is separate from reality, and its activation is not possible without the “Syrian Democratic Council.”

The Secretary-General of the “People’s Will” Party and head of the Moscow Platform, Qadri Jamil, said that the Syrian “constitutional committee” is separate from reality, stressing that it is not possible to activate the Syrian Constitutional Committee without the “Syrian Democratic Council” (SDC).
Jamil asked in a press interview that he posted clips of it on his Facebook account yesterday, Friday, in response to a question about the results of the recent Constitutional Committee meetings in Geneva: “Are the Syrian people in a position to bear more tragedies? Where is the delay in the committee’s work? Do those in it not realize that every day that they waste is pain, suffering, hunger, poverty, disease and death for the Syrians? Why are you digging around pre-existing and old positions, why not put the interest of the Syrian people first and give all considerations to one side in order to solve this task?
He pointed out that in order for the Constitutional Committee to work effectively, it must be reformed and amended, adding, “We, from the first moment and from the first meeting of the Constitutional Committee, insisted on representing (SDC) located in northeastern Syria, because it actually controls 30% of Syria’s lands and wealth, so if It was talked about the unity of Syria. Negotiations on a constitution that decide the future of Syria cannot take place without the SDC. Those who insist on keeping the SDC out of the negotiations, do not care much about the future of Syria, and their intent may be to harm the unity of Syria.”
Jamil, who belongs to the “internal opposition”, explained that “one week is enough to solve the basic issues in the constitutional work, and in 3 sessions, three matters are resolved and the rest is left to the future,” which according to “Jamil”:
1- Redistribution of powers between the President of the Republic, Parliament, and the government. Parliament, until today, does not have the right to no confidence in the government.
2 How should the next electoral system be?
3- Securing the independence of the judiciary, as the judiciary is not independent in Syria, and the head of the Supreme Judicial Council is the President of the Republic and his deputy is the Minister of Justice, and thus the judiciary is not independent of the executive authority.
The head of the Moscow platform added that the comprehensive solution is the one that guarantees the implementation of all provisions of the international resolution “2254”, noting, “In our opinion, the comprehensive solution lies in forming a transitional body and then drafting a new constitution and going to the elections after that.”
He continued, that the work of the Constitutional Committee meeting has been in place for two and a half years, and we will remain so for another two and a half years and five years as well, unless the first point is resolved.
He pointed out that “until the transitional body is formed, it needs a negotiating delegation, and the current form of opposition ruled by the Istanbul coalition impedes the political solution because it impedes the formation of the real negotiating party for the regime, and therefore it delays resolving the crisis and gives the regime time and opportunity to prolong the crisis and keep the situation as it is.”
