“Slight” progress at the conclusion of the eighth round of the Syrian “constitutional” meetings

The UN Special Envoy for Syria, Geir Pedersen, announced the conclusion of the eighth round of talks on drafting a new Syrian constitution in Geneva, with slight progress achieved between the concerned parties.

Little progress:

On Friday, Pedersen said, “The eighth round of talks this week, which is co-chaired by the two heads of government and opposition delegations, has made little progress,” according to Agency France-Presse.
Pedersen reiterated his appeal to all members of the committee to work with a sense of consensus on constitutional texts that would enjoy great support among Syrians.

Accelerate the pace of work:

The Special Envoy agreed with the Co-Chairs on the importance of finding ways to accelerate the pace of work and achieve results and continuous progress, and exchanged ideas with them for consideration in this regard.

During the session, unilateral coercive measures were discussed from a constitutional standpoint, the elevation of the constitution, the hierarchy of international agreements, the preservation and strengthening of state institutions, transitional justice, and draft constitutional texts.

Discussing text modifications:

At the conclusion of the fifth day of negotiations, delegations submitted amendments to the texts in light of the week’s discussions, during which these amendments were discussed.
In a statement, Pedersen’s office said that significant differences remained over some texts, while there were signs of common ground on some other texts.
The negotiations aim to rewrite the country’s constitution and hopefully pave the way for a broader political process, with Pedersen playing the role of mediator in talks between 15 representatives each from the Syrian government, the opposition, and civil society.
